Taking this opportunity, Vikram Singh Bhadwal Chairman on behalf of all the members of our organization “JK Against Corruption, JKAC” , We Office-bearers of JKAC would like to submit following points to your kind notice for your kind attention and intervention:
JK Against Corruption is an organization spread across each and every nook of the state, the volunteers of our organization are from plains of district Kathua to Hilly Rajouri Poonch districts, from old city of Jammu to down town Srinagar. Our volunteers are ground level activists and this memorandum is just a draft of their valuable suggestions which they gathered from the respected citizens.
Our organisation with limited resources is doing what it can do in conducting awareness programs against corruption, awareness about Drug de-addiction. We are also educating the citizens about various public welfare schemes run by the State and Central government for the welfare of the citizens. We seek your kind support to reach more people so that they can also avail benefits of these schemes.
We appreciate the liberal support of the union government to the state government but one point for which we request you is to kindly provide more funds for the social welfare schemes like pension for widows, Handicaps(specially able people), senior citizens, orphan pensions etc. There are thousands of application for grant of these social welfare schemes are pending with the district social welfare offices but due to shortage of funds, the state government is unable to sanction these application. We urge you to take up the matter with honourable Prime Minister so that monthly pensions to these thousands of people may be sanctioned. They are the most vulnerable class of the society.
The people of the state of Jammu and Kashmir are peace loving and the youth of the state are second to none as far as talent is concerned but unfortunately due to lack of resources and limited employment opportunities in the state, thousands of educated youth remain unemployed and these unemployed youth are easy target of the anti-national forces to lure them with money and wash their mind with camouflage and use them as an instrument to inflame violence, therefore we urge the union government that special recruitment programs should be launched in the state of Jammu and Kashmir to provide employment opportunities to these youth so that they also help in Nation building.
We also urge that union government should also provide skill training to our semi literate youth so that they also earn their livelihood in a dignified manner. Unfortunately state recruitment board and other agencies deliberately delay recruitment cases and make backdoor appointments on behast of concern authorities pushing the Merritt holder to rotten.
We understand that the union government provide lot of funds to the state government for different programs and schemes but due to lack of knowledge these funds many a times do not reach the real beneficiary therefore it is requested that Local Doordarshan Channels, All India Radio Station may be asked to launch special programs to bring awareness about these schemes and programs.
Unfortunately due to 3-decades long violence span in the state, no state government could give ample time to strengthen institutions of transparency and accountability and like other parts of the country, in the state of Jammu and Kashmir, Corruption has make a deep room for it. We urge the union government to help the state government in strengthening the institution of State Information Commission (RTI), State Accountability Commission, State Vigilance Commission, State Human Rights Commission and other such institutions. Here again, the Doordarshan Channel and All India Radio stations be asked to conduct more awareness program about Right to Information, Public Service Guarantee Act, Human Rights Law, anti-corruption laws involving the citizens as well.
Unfortunately, a section of National media is playing a very negative role in portraying the image of all the civilians of the State, though we agree there is a small segment of people in the state who have anti-India agenda and who indulge themselves in violence and propaganda against the state but majority of the people here in the state are like any other part of the country therefore we urge that government of India should sensitize the national media editors so that while reporting they make a distinction between a Militants and an ordinary local youth of the state.
We also urge your good self that we wish to take young students from different schools and colleges to visit the Parliament, to meet the honourable President, Honourable Vice President, Honourable Prime Minister and other important constitutional institutions so that they understand and have a sense of belongingness to our great democratic nation.
As your good self know that Jammu and Kashmir is a mini model of India, like Indian here also we have different climates/weathers, terrains, demography, several languages, several shrines of different communities, different tribes, races therefore we are a unique state, different parts of the state have different specialities, talents and tasty cuisines. Like in Kathua district we have world famous Basohli Paintings, in Poonch we have old structures built during mughal era. In Rajouri district we have have a shrine Shahdra Sharif where people from all faith come and pay their respect, we have holy shrine of Mata Vaishno Devi, again in district Reasi and Poonch we have historic Gurudwaras. We have so much to share with the world right from delicious apples from the orchards of Kashmir to Yummu Kalari Kulcha of Jammu .The only need is to provide us a common platform where people from other parts of the country and across the globe can see our unique diversity. Therefore we suggest that government of India should launch a special dedicated portal for the state of Jammu and Kashmir where all such unique features can be potrayed which may help the state to fetch more tourism.
