Guilty involved in burning of BDO office Kishtwar still at large: Saroori

Kishtwar October 04: – Senior Congress leader and MLA from Inderwal Ghulam Muhammad Saroori today called on vigilance authorities to probe the role of Minister of RDD Abdul Haq Khan, Director RDD Jammu R. K Butt into purchase of tree guards, Sign Boards, Dustbins, plants, back door appointments in Jammu Division added that the perpetrators involved in burning of BDO Office Kishtwar are still at large even after more than one year.

In a press statement issued here today, Ghulam Mohammad Saroori said that RDD department under present Minster has become the hub of corruption and demanded that the case should be handed over to CBI to probe the case and mass scale corruption in the said department with active involvement of both. He said that there are multi crore scandals in RDD in purchasing of tree guards, Sign Boards, Dustbins, plants, back door appointments order at behest of Director RDD Jammu and later approved by RDD Minister Abdul Haq Khan which is gross violation of guidelines as was described in the act. He said that tiles were procured for various developmental works at higher rates added that in order to cover the misdeeds; BDO Office Kishtwar was set on fire by those involved in embezzlements.

“Kishtwar police despite knowing facts is groping in dark— fails to question top officials of the RDD department – – – ” Saroori said. He said that Kishtwar police under political pressure is not showing keen interest in solving the case and punishing the culprits. He said that SSP Kishtwar must show professional approach so that the culprits involved behind burning of BDO office Kishtwar should be brought to book. He said politically backed MPW was first assigned the job of accountant in Bunjwah block of Kishtwar District for two years in violation of set guidelines added that after transferring him, the RDD Minister is making all his efforts to bring him back in Bunjwah block only after transferring him a month ago.

Saroori said that it is high time for the Chief Minister Mehbooba Mufti to order CBI probe into embezzlement in RDD Department with regard to role of his senior Minister and Director RDD Jammu so that the faith on the government institution could be restored among the poor masses that are connected with the RDD department.

He said that large scale backdoor appointments were also made in the department including in Kishtwar District where political workers belongs to ruling BJP and PDP were engaged through ACD, s without advertisement of Post. He said that poor Unemployed youths who are eagerly waiting for job opportunities are being deprived through these backdoor appointments and called for immediate termination of all those employees engaged through back door channels in last one year so that poor Unemployed youths could get job opportunities against these posts.

Saroori said department has made huge purchase of material under MGNREGA in violation of guidelines while at the same time payments to poor job card holders under unskilled payment quota has been deprived from their legal rights since last more than two years. 

It is pertinent to mention that Vigilance Organization, Jammu on 28-09-2017 conducted Joint Surprise Check in different offices of Rural Development Department on the basis of allegations that large scale bungling was made in installation of flexible hoardings about Swachh Bharat Abhiyan, MGNREGA and other centrally Sponsored Schemes by releasing undue payments to the blue eyed persons. The Joint Surprise Check was conducted in the offices of ACD Doda, Kishtwar, District Panchayat Offices Doda/Kishtwar, BDO offices Thathri/Kishtwar, ACD office Udhampur, ACD office Ramban and District Panchayat offices Udhampur/Ramban to ascertain the genuineness of the progress achieved by the RDD on ground under these Centrally Sponsored Schemes. During the Check, records and other incriminating documents were seized by the Vigilance team from the said offices. The records so seized by the Vigilance sleuths are under scrutiny. Further course of action will be taken into the matter after completion of scrutiny of the record.
