Srinagar, Oct 07: Notwithstanding the tall claims of government to streamline the system of postings and transfers, it has been seen that the doctors backed by powerful babus remain posted on their places of choice for decades together.
Authorized sources within the health department told KNS that the transfer policy of doctors is being blatantly flouted, with the sole objective of giving places of choice to blue-eyed doctors. “There are huge numbers of doctors who are attached in Srinagar hospitals for the last 7 to 10 years, but are actually drawing their salaries from the rural hospitals,” sources said.
Sources said that within the last few months, several influential doctors have been transferred.
Sources said that these influential doctors get postings to their convenience and comfort and the voiceless suffer. “Health department is defying the transfer policy that was adopted in the interest of patient care and smooth functioning of health institutions especially those located in far-flung areas. As per the transfer policy, the minimum tenure of a doctor on a post shall be two years and a maximum of three years. But, this all is not adopted for the influential doctors,” one of the source said.
According to the policy, every doctor has to “compulsorily” serve for a minimum period of two years in Category “A” (very difficult) and for five years in Category “B/C” (difficult) health institutions in his/her first ten years of service. However, sources said that influential doctors enjoy prize postings on their first appointment.
The policy further states that doctors selected in health department against RBA Category shall serve in such areas for a period of no less than seven years. But, these doctors have never seen their areas.
Sources told KNS that scores of specialist doctors belonging to health department have been posted in GMC Srinagar, JLNM hospital Srinagar, depriving people in far-flung areas of specialist services.
One of the officials of the health department admitted that a lot of political pressure is hampering the work of the health department. “Doctors continue to get recommendations for their choice postings. The favoritism and nepotism has turned health department into an industry of transfers,” the official said.
Sources said that some of the doctors who before ten years were posted in the hospitals have remained untouched and some of them have not been transferred since their joining.
Sources said that scores of doctors who are enjoining political patronage have been attached from the periphery hospitals to district hospitals. “It seems that the claims of Health Minister to streamline the functioning of the Health department are confined to papers only, sources said.
Sources said that the transfers of doctors under political pressure have become routine in the Health Department. “Though it is in every state, here it has become nothing less than a booming industry. (KNS)
