BMO Langate delaying information under RTI Act, allege applicant

Srinagar, Apr 04: In brazen violation of norms set under Right to Information (RTI) Act, 2009, the applicant here in Langate Handwara has accused the Block Medical Officer (BMO) Langate Handwara of delaying the RTI Act process.
However Block Medical Officer, Nazir Ahmad termed the allegations as fabricated and said the delay in providing information was only because of clerical staff strike.
KNS has learnt from the applicant that the BMO Langate has allegedly delayed the process of granting of information to him.
An applicant named Mohsin Hussain War, S/ O Gulam Nabi War, R/O Haril Block Langate has sought information from the BMO Langate regarding utilization of funds made under Van Bandu Kalayan Yojna (VBKY) in Village Monbal and the Sub centers falling around its jurisdiction.
The applicant said even after 39 days, no information has been provided to him. “I have been visiting the office to seek the status of my application but the concerned officer is taking the matter for granted. The officials here have blatantly violated the norms set under RTI Act 2009,” the applicant told KNS.
According to the application which is the possession of KNS, details have been sought by the applicant about the total funds received under Van Bandu Kalayan Yojna (VBKY). “Information may be provided about opening balance, Amount received, total balance utilization, Refund, closing balance. Purpose for the utilization of these funds, Name whom the payment was made, Name of the party, amount paid date, vide cheque number, party account number, closing balance,”
The applicant has also sought the information about the bank statement, photocopy of bills, stock register, mode of purchasing either tendering or else, funds utilized for the strengthening of ST/ SC sub centers under VBKY Scheme and how much funds have been utilized for conducting of health, medical campus under those SC,ST areas.
Information may also be provided about the date of medical camp, venue, and number of patients seen.
One of the RTI activist said if any official delays or denies information than the applicant needs to appeal before the First Appellate Authority (FAA) who are the designated officers.
He said if the applicant still is not satisfied or is not being provided information than the second appeal is to be filed before the second appellate authority. He also said third party information can be provided if public interest is involved in it.
Chief Medical Officer Kupwara, Dr Prehlad Singh when contacted told KNS that he will talk to the concerned BMO and inquire about the matter.
“The information should be given to the applicant if the information sought comes under the ambit of RTI 2009. I will look into the matter,” CMO said. (KNS)
