Srinagar, May 11: As killings are happening nonstop in the Kashmir valley, Sources state that the Centre is set to roll out a calibrated, dynamic  policy for Jammu and Kashmir, with security forces asked to “arrest” newly recruited members and go after the hardened militants. 
It is learnt that the police, the Army and the CRPF are being asked to ensure that militants surrender during encounters. Expert assessment states that the Central agencies, the emotional upsurge at funerals of militants killed in encounters were aiding recruitment by militant outfits.
On Wednesday, Chief Minister Mehbooba Mufti while convening the all party meetings over escalating killings  had asked the Centre to consider a “unilateral ceasefire” in view of the coming holy month of Ramzan and the annual Amarnath Yatra. Ms. Mufti, after a meeting of all regional parties in Srinagar, suggested that the Centre offer the ceasefire as former Prime Minister Atal Bihari Vajpayee did in November 1999.
 A political watcher, while pleading anonymity stated – “Nothing seems to be working in the Kashmir valley as one funeral is giving rise to many funerals and the death cycle has taken more ugly and more vicious turn. Centre after getting the feedback of State Government might change its track and announce a ceasefire as never ending bloodshed seems to be not taking issues to any conclusion. The emotional upsurge at funerals of militants killed in encounters was aiding recruitment by Militant outfits. Even though movement is not having any centralized control the ceasefire despite challenges looks breathtaking.”
Although what would be the contours of the ceasefire is not yet clear and will it succeed or not but in this hellish situation of Kashmir it looks still exciting option. (KNB)
