Srinagar, Feb 22: A day after a police officer claimed that he is being made scapegoat and has no role in Khanabal killings, the family members of one of the deceased asked Advisor to Governor Vijay Kumar how this accused police officer is acting as his Liaison Officer when a formal FIR (361/2012 U/S 302) stands registered against him at police station Anantnag.

  “Is this the good governance, Governor and his advisors are promising us provide when a police officer who killed two innocent civilians at Khanabal and an FIR still stands registered against him has been appointed as Liaison Officer,” Irfan Ahmed Najar, the brother of deceased youth Bilal Ahmed told news agency CNS.

   Pertinently, Noor-ul-Hasan Parray had claimed on Thursday that two civilians at Khanabal were killed in CRPF firing in 2010 and he is innocent and has nothing to do with those killings.

    “There was no CRPF deployment on that fateful day as is being claimed by accused police officer.  Even, IGP CRPF vide his office letter No.R.VII-26/2013-ST made it clear that CRPF have no role in those killings as they were not deployed in the area. This accused police officer is misleading and twisting the facts. I am the witness to these killings and still remember how this police officer Noor-ul-Hasan Parrey snatched the rifle from a constable and fired upon my brother and his friend,” Irfan Ahmed said adding that his father died with a hope that law will punish him.

   Two youngsters— Bilal Ahmad Najar and Noor-ul-Amin Dugga— were killed near Ahl-e-Hadees Masjid at Khannabal Anantnag on September 19, 2010, after cops opened fire on the funeral procession of another youth Maroof Ahmad Nath, whose body had been recovered on the fateful day. Maroof had drowned in the Jhelum on September 13 while being chased allegedly by police and CRPF personnel.

    “We were waiting to offer funeral prayers for Maroof Ahmed. We formally sought the permission from this police officer to cross Chee Gali so that we can reach Nathpora, the native village of the deceased youth. As we crossed, he (Noor-ul-Hasan) snatched the rifle from a constable and fired upon a youth Noor-ul-Amin Dugga. As my brother Bial Ahmed tried to lift the injured friend, the police officer fired upon him too in my presence and fled from the spot,” Irfan Ahmed said adding it took victim families 2 years to get an FIR registered against him after High Court restored the order of Chief Judicial Magistrate Anantnag and directed the police to file murder case against him.

    He said this police officer (accused DySP) has been coming up with a false narrative. “He was then on probation and resorted to killings for sake of promotion but little did he know it will backfire.”

   “During the course of investigation, conducted by SIT constituted in the matter, statement of witnesses was recorded and as many as 27 independent witnesses named DySP Noor-ul-Hassan Parray as accused in the said case.”

    “Though State Home Department has accorded sanction to prosecute him but he approached Jammu Court and brought a stay. The irony is that despite being an accused, he was posted as DySP Traffic in Budgam, however, when we brought the issue into the notice of DG Police, the accused officer was immediately attached to IRP 3rd Battalion Parihaspora Pattan.”

   Irfan Ahmed said that after the imposition of Governor Rule in Jammu and Kashmir, the accused police officer managed his posting at SSG and presently he is the Liaison Officer to Advisor to Governor. “How can government appoint an accused police officer against whom murder charges have been leveled at SSG and Liaison Officer,” he questioned and appealed Governor and his Advisor to look into the matter.
