Newly constructed Health Sub centre becomes hub of Gamblers in North Kashmir

Handwara, 20 Feb:  Call it official apathy or lackadaisical attitude of the Rural development department and Health department of Kashmir but the fact is that after withdrawing lakhs of rupees from state exchequer a newly constructed health sub centre building from many years has been left on God’s mercy in prungroo village in North Kashmir’s Handwara.

A Rs 10 lakh building, which was supposed to house the health sub centre of Prungroo Handwara, has been not hand overed from years for unknown reasons and now it has been reduced to a brick-and-mortar skeleton and has been left into ruins with gamblers and drug peddlers frequenting it while the existing old sub centre building for which it was meant continues to fight for space short distance  away at Prungroo Handwara.

Blame it on lack of co-ordination among the health department, Rural development department or simple apathy towards the health needs of common people, no effort was taken in the past eight years to complete the building or to handover it even after withdrawing of huge money by the then BDO at Prungroo after thieves stole everything from doors and windows to water pipelines and sanitary fittings.

Rather,the structure after construction and after withdrawing an amount of Rs 9.51 lakhs and 2.50 Lakhs for fencing from state exchequer by the officials of RDD department in nexus with a local contractor was left unguarded and was not handovered to Health department with the result that alcoholics, gamblers and anti-social elements from surrounding areas of Qalamabad Handwara have made it their happy hunting ground.

The contract for building the health sub centre was awarded to one Khursheed Ahmad, who according to locals was a political worker and expired some years back and when KNB correspondent Mir Arif went to take some photos of the building the Gamblers present there threatened him with dire consequences if he published the story about the same.

“We were ready to shift to the new building at Prungroo, but could not do so as it was not completed and could not be handed over to us because there was some pending work and sub standard material was also used in the construction as our team who visited there some years back told us in their report”.That’s why we refused to take over the building and the existing building at Prungroo Qalamabad from where the Sub centre currently operates does not have enough space and is currently in shambles and i have also informed worthy Deputy Commissioner Kupwara about the same told Block Medical officer Qalamabad Dr Nazir Ahmad while talking to Kashmir News Bureau.

Locals while talking to Kashmir News Bureau told that went on to add that the site selection was also made in a hurry as the incomplete building is located in a place which is far from the locality and this was only done in by the then BDO and officials of RDD department in unholy nexus with contractor to mint huge money from the state exchequer.

The Locals also added that if according to officials of RDD department a theft took place years back with the gang decamping electrical appliances and cables, water supply pipelines, tiles,windows and doors were stolen then why they didn’t informed the police and why they didn’t lodged any FIR.

When KNB correspondent talked to other locals about the theft in building they denied and told that the as you have seen that how gamblers and drug peddlers have made it their safe hub and there were only doors and windows in the building and no other items viz electric appliances,Taps,cables were not installed even after withdrawing huge money from the state exchequer and all the money was only wasted for their personal gains and interests.

Locals also alleged that it is sheer wastage of public money at a time when there is severe lack of medical services in the area. We cannot tolerate it and have decided to stage a protest to press for completion of the facility in the prungroo village and also demanded that the then BDO Langate and officials involved who have withdrawn bills on the pretext of completion should be sent behind the bars.

When contacted, Block Development officer Qalamabad Handwara told Kashmir News Bureau that the work of the building was started in year 2010 by BDO Langate as the Qalamabad is newly created CD block but I have confirmed from the officials and yes 9.51 lakh rupees has been withdrawn by the then BDO Langate and the file of the same is also lying with him and I have informed him about the same
