Resolve our genuine demands else we approach court: Secretariat employees to govt

Srinagar, April 3: J&K Civil Secretariat Employees Association has urged the government to resolve the long pending issues of employees. It said if the “genuine” demands are not settled, the Association will be left with no option but to file an application before the court.

In a letter to Commissioner Secretary to Government General Administration Department, Civil Secretariat J&K, the employees union said that “some miscreants along with certain officers in the administration are trying to create confusion and divert attention of employees from the genuine pending demands\issues after issuing election notification hastily with the motive to hush up in setting the various issues projected by the union”.

The demands projected by the union stand recorded in the minutes of the meeting held under the chairmanship of Chief Secretary, J&K in his office chamber on 24 December 2018, it said.

“It has been observed over a period of time that some officers in the administration are giving a free hand and encouraging few goons in the Secretariat to provoke employees against the elected union members and also the petitioners (under secretaries/private secretaries who has sought intervention of the court for changing the nomenclature of the union and their inclusion as members in the union. This sought of the atmosphere within the Secretariat is indirectly a sought of harassment/life threat to the union members and the petitioners,” the letter reads.

It said the government is neither taking any serious steps nor issuing orders as per the commitment made by the Chief Secretary J&K from time to time.

“Government in past has also constituted a committee for the cadre review of planning & accounts, and the report from the said committee is still awaited. Despite the fact in respect of secretariat subordinate services, the committee has submitted its report which was partially implemented by the government with regard to legal services. The report is still pending in the Finance department for concurrence for the last about 8 months,” it said.

It is further requested that promotion of class IV employees is lingering for the last several months and that the necessary orders may kindly be issued in their favour as Junior Assistant to protect their future and mental harassment, the letter reads.

“In view of the above, we request your good-self to kindly resolve the long pending issues of employees and pass necessary orders in this regard,” the employees union said.

In case government won’t settle the “genuine” demands submitted from time to time, then there would be no option for the union but to file an application before the court against the government for “indirectly harassing the union representation”, the employees association said and expressed hope that government will take immediate action as per the commitment
